Users registered at least a year ago, that are in neither the administrator nor new-page-patroller usergroups, with no blocks in at least a year, at least 5 total page moves, at least total 500 edits in the past year, and created at least two pages that are currently in the main namespace and at least 2000 bytes long.
Also restricts to users with at least 3000 total edits and that are in the extendedconfirmed group, which are both less restrictive and much faster to query than the requested constraints.
